Japan sees ISACS supporting implementation of Action Plan

"Given that 10 years have elapsed since the Programme of Action was adopted, the action plan should be implemented based on a common understanding among the countries. This viewpoint is now shared by an increasing number of countries and some concrete initiatives can be observed, such as the creation of measurable benchmarks and the development of the International Small Arms Control Standards" [p. 8]
