“…states must adhere to international obligations to prevent the proliferation of conventional arms by fully implementing the Arms Trade Treaty and other arms control standards including the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, the UN Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition and related guidance contained in the International Small Arms Control Standards.”
